### Summary
**About the Position:** The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems. The Arsenal is the only location in the DoD that has a weapons research facility (Benét Laboratories) collocated with a manufacturing facility (Arsenal).
***THIS IS A DIRECT HIRE SOLICITATION - These positions are being advertised through the Direct Hire Authority (DHA) for Domestic Defense Industrial Base (DIB) Facilities. Under this authority, competitive rating/ranking and veterans' preference procedures do not apply.***

### Responsibilities
* Provides advice and guidance covering a wide variety of financial policies and requirements.
* Reviews, analyzes and interprets various financial documents and recommends solutions to problems.
* Investigates a variety of technical finance and accounting problems/situations and researches to recommend alternative actions, corrections, or solutions.
* Reports and interprets the financial information produced by the Logistics Modernization Program (LMP), or other accounting system, to management for their use.
* Provides advisory/consulting services for customers, identifying and prescribing specific courses of action to ensure efficient operations.
* Interprets regulations and directives to establish, prepare and disseminate policy and guidance to customers.
* Creates Tenant billing and works with budget department for estimation of yearly plan.

### Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. **THIS POSITION HAS A MANDATORY BASIC REQUIREMENT** - To qualify for any grade level of this position, applicants must have education and/or experience that demonstrated their ability to meet one of the basic requirements as described below.
(1) Successful completion of a bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") **(NOTE: You must attach a copy of your transcripts at the time of application.)**
**-OR-**
(2) A combination of education and experience that includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge and 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. **(NOTE: You must attach a copy of your transcripts at the time of application.)**
**-OR-**
(3) A combination of education and experience that includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND a certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. **(NOTE: You must attach a copy of your transcripts at the time of application.)**
**-OR-**
(4) A combination of education and experience that includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND completion of the requirements for degree that included substantial course work in accounting or auditing, e.g. 15 semester hours, but that does not fully satisfy the 24 semester hour requirements in paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. **(NOTE: You must attach a copy of your transcripts at the time of application.)**
**Experience Required:** In addition to meeting the **Mandatory Basic Requirement** stated above, your resume must also reflect the following:
**To qualify at the GS-05 level -**Applicants must meet the basic requirement stated above.
**To qualify at the GS-07 level -**Applicants must meet the basic requirement stated above and possess one year of specialized experience equivalent to the GS-05 level in the Federal service which includes: (1) experience using basic knowledge of accounting principles, theories, procedures & applications to perform assignments in an accounting environment; and (2) experience in analyzing, modifying, and/or adapting conventional accounting techniques to solve minor accounting problems.
**To qualify at the GS-09 level -**Applicants must meet the basic requirement stated above and possess one year of specialized experience equivalent to the GS-07 level in the Federal service which includes: (1) experience using different accounting theories, practices, methods, and techniques to independently perform assignments; (2) experience using automated financial management and/or accounting systems to ensure accounting systems are operating as intended; and (3) experience interpreting and applying accounting and/or budgetary information, regulations, and procedures.
**To qualify at the GS-11 level -** Applicants must meet the basic requirement stated above and possess one year of specialized experience equivalent to the GS-09 level in the Federal service which includes: (1) Providing professional advice of the concepts and principles of accounting; (2) Using automated systems to find, review or change accounting data in transaction files, ledgers, accounts, summary reports and financial statements; and (3) Maintaining automated and manual processes to continually validate the posting of transactions within the accounting systems.

**For the GS-07 Level:** You may qualify if you meet the Basic Requirement **AND** your education meets the definition below:
Successful completion of 1 full year of graduate level education in Accounting or in a related field such as business administration, finance, or public administration **OR** Obtained Superior Academic Achievement (SAA) **OR** an appropriate combination of education and experience. **(NOTE: You must attach a copy of your transcripts.)**

Completion of two years of progressively higher level graduate education leading to a Master's degree** OR** a Master's or equivalent graduate degree with a major field of study in Accounting or in a related field such as business administration, finance, or public administration **OR** an appropriate combination of education and experience. **(NOTE: You must attach a copy of your transcripts.)**
**For the GS-11 Level:** You may qualify if you meet the Basic Requirement **AND** your education meets the definition below:
Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree **OR**an appropriate combination of education and experience.** (NOTE: You must attach a copy of your transcripts.)**
